Response by Samar Khan on the Bahria Town Underpass Construction issue

The on going construction at Clifton promenade has impacted the entire area around it. 

I, like all citizens were informed about it thru a newspaper advertisement by Bahria Developers on March 31. The proposed plan and the NOC obtained from KMC was presented. 

All public projects require certain modalities to be fulfilled before execution. This was not indicated. NOC's from all agencies & public hearings as required were not indicated. 

  1. The traffic management study from the Traffic Engineering Bureau 
  2. The Environment Impact Assessment study by the Sindh Environmental Protection Agency 
  3. The place of worship assessment by the Sindh Auqaf Department & KMC 
  4. The assessment & clearance of the Heritage Foundation 

We immediately established contact with the Home Ministry, Shehri, CBC, and the members of the Hindu community to establish status of this case. We raised the issue in the Sindh Assembly and the media. Non-muslim MPA's were approached to support our concerns. The builder too was approached. We have supported cases filed against the KMC, the Sindh Auqaf department, The Minister for Minorities Affairs, Government of Sindh and letters to the CJS & CJP. 

As four PTI MPA's in the Sindh Assembly of 168 members and as not being a part of the government rather in opposition, it is the government that has to be held responsible for this project not having followed the law. We don’t have MQM, PML-N & Q support on this issue as yet. 

We have done our best to inform the public thru media of our concerns as mentioned above. Unfortunately as members of the opposition in the assembly we have limited access to ensuring that the government follows the rules on traffic management as mentioned.
